  • All-Fiber Networks Now Pass 20 Million North American Homes
    • (Las Vegas, NV) - End-to-end fiber optic networks capable of delivering enormous levels of bandwidth are now available to 20 million North American homes, according to an analysis released today by the Fiber-to-the Home (FTTH) Council.

      The Council also announced that 6.45 million households on the continent now receive Internet, television and/or voice services over fiber to the home networks, an increase of about 650,000 from six months ago. The figures were released at the 2010 FTTH Conference & Expo, the fiber to the home industry's annual conference, which is being held this week in Las Vegas.

      The precise number of "homes passed" by FTTH networks when the survey data was compiled is 19,966,000, representing about 17.4 percent of North American households, and up from about 18,250,000 homes passed measured six months ago.
      The survey of broadband providers throughout North America, which is conducted by RVA Market Research, found that FTTH networks are continuing to expand beyond Verizon's $23 billion deployment of its FiOS fiber to the home network, with hundreds of smaller telecoms across the continent now moving forward with FTTH upgrades.

      "All indications are that a large number of small and medium-sized telecoms and other broadband providers - more than 750 by our count - have either upgraded to FTTH or are in the process of doing so," said Joe Savage, President of the FTTH Council, a non-profit organization of more than 200 companies and organizations dedicated to expanding the deployment of all-fiber, next-generation networks. "In addition, our earlier surveys show that the vast majority of the remaining telecoms are seriously considering going all-fiber in the next several years."

      "Clearly, any provider of telecommunications services has to be thinking how they are going to meet the ever-expanding bandwidth needs of their subscribers. And FTTH is really the only cost-effective way to future-proof a network against this increasing demand," he added.

      Michael Render of RVA, who conducted the survey, noted that "the number of homes passed by FTTH networks as expanded by 100 times since the FTTH Council was founded nine years ago, with growth really beginning to accelerate in 2005."

  • (A): This year AT&T invested 19-20 Billion dollars. Beyond BB..Fiber 880k mile / BB sub.7.4M / U-verse sub. 2.5M. Wireless traffic increase 5000% last 5 years. Accelerate HSPA 7Mbsp upgrade.
  • (V): FiOS start from 2004...6 years plan has been completing. But if we found new market we will continue to expand FiOS network. 5 years ago, T1 price is about $700. Now FiOS will offer 100Mbps about $100! We VZC will more commit for Video Business. And we are preparing 1Gbps which recently finish field trial successfully. Wireless...Back-hole network be more important than ever, because LTE traffic will be 100 times bigger than existing 3G traffic.

Comment of Network Neutrality & Title 2

  • (A): BB整備は過去10年に渡って続けてきた。まだ、BB規制は時期尚早だ。NBPは支援するし、Open Internet Policyも問題ないと考えている。しかし、ブロードバンドにおいてTitle IIへの移行は無意味だ。FCCは更なるコメントを集めているが、問題は解決されないだろう。
    ネットワーク・マネージメントは重要な問題と考えている。ネットワーク・マネージメントの明確な定義が議論の出発点となるだろう。高いサービスを提供するには、これまでの古いブロードバンド規制では難しい。
    ブロードバンドについては、特別グループを編成し取り組んでいる。これはFCCに適切な技術的アドバイスを提供するためで、彼らの政策における技術面と裏打ちとなるだろう。
  • (V): ネットワーク・マネージメントの問題は難しい。バイパスなどの複雑な要素を持っているためで、議論はつきない。ワイヤレス(携帯ブロードバンド)に対する規制のあり方は重要で、FCCの動きに注意を払っている。FCCは同分野に対してブロードバンド規制をすべきではない。ネット・サービスの次世代化において、ブロードバンド規制は意味を持たない。規制を導入すれば我が社やAT&Tの投資意欲を減退させるだけだ。
    FCCが規制を行うのではなく、ちゃんとした議会の立法過程を経た上で、ブロードバンド規制を行うべきだ(←FCC委員長の独走を暗に非難)

Comment of Google-Verizon file

  • (V): 今やろうとしているブロードバンド規制は、古い考え方でしかない。ネット中立性は公平性(フェアネス)と不当アクセス(ディスクリミネーション)を分けて考えるべきだ。それぞれに合わせて、適切な規制のあり方を検討すべきだろう。
    回線の品質(QoS)と価格は、一致しなければならない。中立性推進派のすべてを同じにすると言う主張は、不合理だ。ブロードバンドの整備を促進することは重要で、規制導入はそれを萎縮させる。(←Google Verizon合意は、こうした主旨をベースにしている)

  • (M):11月から12月に掛けて、FCCはユニバーサル・サービス基金改革に着手する。その点については?
  • (A): USFの改革は必要で、AT&Tは大きな期待をもって行方を見守っている。
  • (V): CAF(Connect America Fund)とMF(Mobile Fund)の設立は必要だと感じている。ユニバーサル・サービス基金改革は2011年最大の課題となるだろう。
