青山やすし明治大学大学院ガバナンス研究科教授は、「政策創造塾・総合計画の使い方」で次のように述べられています。
「計画はつくるのもではなく使うもの。」
「ニューヨーク市は総合的な計画をつくらない。その代わり、市長経営報告というレポートを毎年、議会に提出する。」
「ニューヨークもロンドンも抽象論や制度論は避けて市民が読みたくなる計画を作っている。」
武雄市長の具約はまさにこのことを私どもに教えてくださっているのだろう。
では、どのように進めていけばよいのか。
まず、文字にしてみた。
作業� ゝ賈綿�町の「総合計画」を、「北方町コミプラ」として旧武雄市の総合計画の様式にそのままあわせてみました。

作業�� 地域審議会や各種会議での議論から、より実効性のあるコミプラにする。
