あらすじ †

ある雨の夜、トグサの元へ本庁時代の旧友である山口から電話がかかってくる。
警察内部に不審な動きを察知したので相談にのって欲しいとのこと。
トグサは山口から送られてきた、数枚の写真を手がかりに捜査を進める。
そしてついにその謎を解いたトグサは、 警察内部で不正使用されている、あるデバイスの実態に迫ることになる。

山口：これもだ…どうなってるんだ？
丹生：山口
山口：丹生…主任。どうしたんですか、こんな時間に
丹生：ふっふ。失礼な奴だな。仕事をしてたんだよ、仕事を。お前こそまだやってたのか？
山口：ええ
丹生：どうだ一杯。たまには付き合えよ
山口：いえ…。今日は失礼します

山口：俺は今、そこの特捜部にいるんだが、どうやら身内に、不審な動きがあってな

山口：違う！　おそらくもっと上だ。頼む、これ以上は会って話したい。1時間くらいで着くよ

荒巻：確かなのか？　その事故死した刑事から、ゆうべ連絡があったというのは
トグサ：はい。本庁上層部に、不審な動きがあるとかで、俺に相談したいと
素子：それと彼の死が関連している…？
トグサ：確証はありません。が、タイミングが良すぎます
荒巻：鑑識課の結果は？
トグサ：視界不良による不慮の事故ではないか、と
素子：単なる事故である可能性も十分にあるわけね
トグサ：が、しかし
荒巻：話は最後まで聞け。たとえそうであったとしてもだ、お前の元同僚が何かを掴んだのならそれを確かめておく必要がある。3日やる。その間に何か見つけてこい
トグサ：ありがとうございます

荒巻：笑い男事件か…どう思う？
素子：今の今まですっかり忘れてたわ。特別捜査本部はまだ解散してなかったのね
荒巻：脅迫を受けた会社の数だけで言えば戦後最大といえる規模の企業テロだからな。世論の手前、本庁としてもそう簡単に引き下がるわけにはいくまい
素子：そのわりにはのんびりしてるわね
荒巻：上層部でもいまだ犯人に対する見解が割れているそうだ。電脳化や義体化技術を推し進める多国籍企業に敵対する過激派説、企業間競争から生じた陰謀説、純粋な金目当ての恐喝説など様々だ。しかも、国籍・性別・推定年齢はおろか、単独犯なのか複数犯なのかすら特定できずにいるのだからな。ただ一つ意見の一致をみているのは、犯人が特A級のハッカーであるということだけだ
素子：特A級といっても最初だけね。その後のは結構凡庸だと思うけど。正直言ってあの事件、犯人像も含めて好きになれないのよね
荒巻：うむ。だが、本庁の上層部が何か企んでいるとなれば、我々の出番と思わんか？

トグサ：山口の通夜に来てなかっただろ。久しぶりに会えるかと思ってたんだが

深見：今度のは別だ、間違いない。セラノに対しても恨みを持ってる

トグサ：その容疑者の逮捕は、近いのか
深見：いや。上が及び腰になっててな。だが今度は状況証拠も揃っている。あとは決定的な瞬間を押さえるだけさ
トグサ：どうやって？
深見：…インターセプターさ
トグサ：インターセプター？　3ヶ月前に知覚傍受法の改正で導入された、視聴覚素子のことだな
深見：そうだ。あれを容疑者に仕掛けられれば、必ず尻尾を押さえられる。何しろ、3ヶ月間行確いらずだからな。何かの医療機関にさえ行ってくれりゃあ、その時に仕掛けられる。そうなりゃプライベートなんてありゃしねぇ。奴のションベンの放物線まで確認できる
トグサ：ん？　今、何て言った？
深見：ん？　ションベンの、放物線
トグサ：…それだ

荒巻：なるほど、インターセプターか
トグサ：はい。山口の写真はすべて、このインターセプターを仕掛けられた笑い男事件特捜部の捜査員たちの目線であることがわかりました
荒巻：山口が知った本庁上層部の不審な動きというのはそのことだと？
トグサ：はい
素子：でもインターセプターそのものには違法性はなく、書類さえ提出すれば、警察関係者なら誰でも使用することができるはずよ
トグサ：ですが、書類の提出は確認できませんでした。当然、法律で義務付けられている第三者の立会いもありません。深見の話では、特捜は笑い男事件の容疑者にインターセプターを仕掛けるチャンスを見計らっていたようですが、県警の記録を見る限り、署内の健康診断時に、なぜか彼ら特捜の目にインターセプターが仕掛けられたものと思われます
バトー：勤務態度を観察するためにしちゃあ、ちょっとやりすぎだな。大体、インターセプターを納入してるのってセラノゲノミクス社なんじゃなかったっけ？
イシカワ：事件の被害者であるメーカの製品を警察が制式採用した。何か裏がありそうだな
トグサ：しかも、瀬良野社長に張り付いている深見の目にもこのインターセプターは仕掛けられていて、セラノサイドも刑事たちも、そのことに全く気付いていません
素子：お友達にしては仲が悪そうね
荒巻：ピースは揃ってきたな
バトー：待てよ……ってことは、トグサの動きも筒抜けになってねえか？
荒巻：うむ。できれば早急に動きたいところだが正面から行くには土産が足りんな

大堂：どうもあの石頭の荒巻が糸を引いているようです。…もちろん手は打ってあります。…ええ、やむを得んでしょう。なに、警部クラスの退職金程度ですよ。…そう言っていただけると。…実は家内が、オランダが用意した物件では不満だと言い出しましてねぇ。…へへへ、まったく。…それでは明日、会見はこちらで
アナウンサー：一部新聞などで取り上げられた、新浜県警特別捜査本部内における視聴覚デバイス不正使用疑惑事件は、本日警視庁において警視総監自らによる記者会見という異例の形に発展しました
トグサ：総監自ら会見を開くって？
素子：想像してたより過剰な反応ね
荒巻：彼は笑い男事件発生当時、県警本部長だった男だ。どうやら警察内部にはどうしても隠しておきたい何かがあるようだな

刑事：それでは記者会見を始めます
大堂：えー、先日一部週刊誌などで報じられたインターセプターの不正使用疑惑で知覚傍受法違反があったのではないかという件につき、早急に内部調査を行ったところ、県警本部主任、丹生邦彦刑事課長が、事件への関与を認める発言をいたしました。同刑事課長は、笑い男事件の捜査に行き詰っており、各捜査員の電脳にインターセプターを仕掛け、情報を収集しようとしたものと思われます。本人も、度重なる心労から常識的分別を欠き、このような行為に至ったことを認め反省しております。とはいえ、同刑事課長の行為は職務を逸脱した行為であると言わざるを得ず、本日付をもち、同刑事課長を懲戒免職処分にするとともに、事件の捜査に当たっておりました捜査員、およびその家族の方々に深く陳謝するものであります
記者：上層部の責任問題は？
大堂：近く長官より発表があるかと思います
記者：上層部とセラノとの癒着も取り沙汰されてもいますが？
大堂：導入に関しては法の範囲内であると認識しており、採用にあたっては正式な入札制にのっとったものだと聞いています

刑事部長：僕はね大堂さん、もはやあなたたちの世界に関わるべきではないと考えていたんですよ。その掃き溜めのような世界に付き合っていると、本当に嫌になっちゃうんだ。だから、あんたらの茶番劇にだって、あれからずっと口出ししなかったでしょ？　全部解ってたのに。言ってみれば、大いなる無駄に疲れちゃったんです。残念ながら

イシカワ：おい、見てたろ、あの刑事部長。電脳…
バトー：しっ！

Togusa :　Yamaguchi? Oh, yeah. How've you been? Spending long time, huh?

Motoko :　Yet, it may be a little irregular to implant them in your own agents, but it's not illegal. Headquarters can use intercepters all they want as long as they submit the right paperwork.

　　　　　According to Fukami, the idea was the plant intercepters in a ＊＊＊ suspect ＊＊＊develop. Instead, they brought the investigation team in ＊＊＊ medical checkups. And then planted it intercepters in them. As far as I can tell, every guy ＊＊＊ round a clocks surveillance.
Batou :　I heard ＊＊＊monitoring on-the-job performance that's going to little too far.
