This is not a correct English. Please check your grammar, more carefully. Are you a teacher of English or what?
Nonetheless, this is a big question! Break it up.
English competence is composed of xxxx --> Question transform --> yeilds: What is EC composed of?
2) Use of elements --> I do not understand? components? features? abilities?
3) comptence --> I do not picure what you mean by English competence!

In plain language, I can not understand your English. periods. This agenda is closed. You would probably have to consult someone who can help you to brush up your English, as well as research.
For instance, how the heck am I to understand the meaning of 'comptence,' or 'elements,' in your English, let alone, 'a word list ordered in frequency or a word list organized by subject for increasing vocabulary'? I can infer what you might want to convey, but the very firest question: 'What is effective vocabulary building?' does not make sense at all, in English. What is the most effective learning? or effective way of increasing vocabulary size? or effective way of measuring vocabulary size? In short, I have no way of telling what you are trying to say. PERIOD. You are asking a wrong person. No more comments from me, please.... PERIOD.
